First, remove the backing and glass from the picture frame to get it ready for painting.

Using your foam brush, paint the entire frame. To make sure your frame is covered well, it may take 2-3 coats of paint.

Remove the backing from the sticky part of the four Command Hooks and secure it to the back of the hooks.
Use your scissors to cut the excess of the stick pad off at the bottom.

Secure two of the Command Hooks on each side towards the top of the frame, about 2 inches from the top corners.

Add the rolls of ribbon, threading them onto the wooden dowels. Then snap the wooden dowels into the hooks.
